Europe breathed a deep collective sigh of relief on Monday, as the tension triggered by the introduction of a new comprehensive peace framework for ending the war appeared – briefly – to have been defused. A American diplomat spoke of "notable headway" after bilateral negotiations in Geneva. On Monday night, the Kremlin made its response: a renewed assault of missile and drone strikes on Kyiv.
The Cycle of Peace Talks and Military Action
The chain of opposing developments captured the grim essence of the current period. By day, diplomatic battles are conducted: hopeful statements are released from different nations. Significant resources is expended on managing certain initiatives. By night, Moscow clearly shows the world that, for them, war remains the main instrument for achieving "resolution".
After-Dark Attacks
As the offensive developed into the early hours of Tuesday, the present situation of Ukraine's vulnerability was laid bare. Ukraine is equipped to monitor rocket firings from enemy soil, a capability afforded by current data. From witness perspectives, Ukrainian air force fighter jets that had been deployed to intercept incoming aerial threats roared overhead – sophisticated military planes provided to Ukraine by NATO members.
Soon thereafter, Kyiv's missile defense engaged: defensive missiles deployed against a hostile projectile. This was a advanced protection mechanism at work, most likely provided by partner states. Every deployment jolts you unexpectedly, causing tremors. The brief panic quickly becomes grim resignation: possibly the hostile projectile won't hit its mark this time, sparing the city from ruin and additional electricity failures.
Persistent Threats
Soon after, a heavy machine gun engaged a unmanned aircraft somewhere nearby, part of a rapid response unit – probably allied-provided weaponry. Unfortunately, the shots failed to hit the enemy aircraft – it pressed on overhead toward its target.
Intermittently, this persisted until dawn. Kyiv greeted the morning news: seven people killed, devastation and utility failures in numerous residences as a result of the evening attack. As always, everyone still continued their routines – enduring hostilities. But those 24 hours encapsulated Ukraine's vital need on international aid – a reliance that neighboring countries are clearly incapable to replace in the near term.
Unsuccessful Negotiations
The comprehensive proposal from US administration sparked intense emotion, controversy and profound anxiety – and temporarily diverted attention from Ukraine's most significant graft case in years. Yet, we have experienced comparable situations, after prior negotiation attempts and multilateral gatherings.
Every new approach from Washington follows the identical sequence: a diplomatic cavalry charge against Ukraine, which Kyiv, with allied governments, succeeds in resisting. They stabilise the situation but never actually secure success. This cycle will, no doubt, continue.
Strategic Calculations
It is convenient to criticize particular leaders of persistently promoting Moscow's conditions. But that does not seem to be the complete picture. US administration operates on a principle understood by international relations experts: you cannot achieve through diplomacy what you have lost on the battlefield. The White House presumes that it is unfeasible to compel Moscow to surrender the areas that it already controls in Ukraine's south or east.
The challenge is that while recognising this factual reality, American administration does little to deter Moscow, through diplomacy or military means, from believing that the current condition will not shift further in its benefit in the coming year.
Divergent Views
Therefore, Russian leadership is convinced that the clock favors them – that Ukraine and its partners are coming close to fatigue. Their motivation to accept conditions that does not give them the maximum possible gain is virtually nonexistent. There may be numerous efforts to stop fighting, but they will continue as long as Russia's leadership remains completely certain in the result.
On the contrary, Ukrainian leadership believes that Ukraine can still persist, progressively conceding people and territory but preventing a entire defensive failure until circumstances change in its benefit.
Present Conditions
Realistically, there are no actual prerequisites for a truce. Now, subjective factors are entering the equation: leadership ambitions to broker a ceasefire and achieve global acclaim, and Kyiv's twin challenges – on one hand, not to distance important partners, and on the other, to mobilize citizens around the flag against any initiative Kyiv finds unacceptable, so that their focus does not move to internal issues. And although their objective will now be considerably more difficult after recent developments, it remains quite doubtful that this will change their overall approach.
These conflicting dynamics are influencing discussions.
Conclusion and Outlook
It took a only one week to eliminate the 28 points of the current initiative. Assertive and inconsistent approach of the matter by Washington, resistance by Ukraine and the rest of Europe, along with calming attempts of diplomats, and finally, latest revelations, all achieved their purpose.
While new proposals based on old ideas are forthcoming, Kyiv, London and other European capitals should arrive at a critical understanding: Ukraine and Europe will only be able to fend off political attacks from Washington that are based on Russian demands and show specific hesitation to modify developments, if they remain united and strengthen their defence capabilities at a considerably quicker tempo. If they do, no combination of diplomatic or military actions will be able to break them. In the meantime, Ukraine's ability to counter nocturnal attacks will, for the foreseeable future, primarily depend on ongoing international assistance.
