The United Kingdom and France Will Dispatch Troops to the Country if a Peace Agreement is Reached

The UK and France have signed a statement of purpose concerning the positioning of armed personnel in Ukraine in the event a peace deal be concluded with Russia, the UK Prime Minister, Starmer, has announced.

Subsequent to negotiations with Kyiv's partners in Paris, he indicated that the allies would "create defense centers in various parts of Ukraine and build protected structures for weapons and equipment" to discourage any future incursion.

The allied nations also suggested that the America would assume leadership in overseeing a ceasefire.

Moscow has consistently cautioned that any non-Ukrainian military in Ukraine would be considered a "legitimate target", but has not yet issued a statement on this latest declaration.

Background and Ongoing Hostilities

The Kremlin's head Vladimir Putin launched a full-scale invasion of Ukraine in the start of last year, and Russian forces at this time holds approximately 20% of Ukrainian territory.

"This is a vital part of our vow to stand with Ukraine for the foreseeable future," commented the UK Prime Minister.

National leaders and high-ranking officials from the "Allied Coalition" were involved in Tuesday's talks.

Speaking at a combined announcement, the Prime Minister added: "It creates the pathway for the operational parameters under which British, French, and partner forces could operate on the ground in Ukraine, securing Ukraine's air and maritime domains, and regenerating Ukraine's defense capabilities for the years ahead."

The UK prime minister went on to say that London would participate in any Washington-directed confirmation of a prospective ceasefire.

Protection Pledges and Diplomatic Positions

Lead American diplomat Steve Witkoff said that "durable defense assurances and strong economic promises are vital to a permanent resolution" in Ukraine – alluding to a central requirement made by the Ukrainian government.

Witkoff indicated the coalition had "substantially agreed on" their work on establishing such pledges "so that the citizens of Ukraine know that when this war ends, it ends forever."

Jared Kushner, US President Donald Trump's special envoy, also participated in the negotiations.

At the same time, President Macron Emmanuel Macron said that Ukraine's supporters had made "significant progress" at the meeting.

He added that "comprehensive" security guarantees for Kyiv had been reached in the event of a potential truce.

President Volodymyr Zelensky stated that a "huge development" had been made in Paris, but qualified that he would only consider efforts to be "sufficient" if they culminated in the cessation of the conflict.

Earlier, the Ukrainian leader suggested a peace agreement was "90% ready". Finalizing the last 10% would "determine the outcome of the peace, the future of Ukraine and Europe".

Remaining Challenges

  • Land and defense assurances have been at the forefront of ongoing disputes for negotiators.
  • Putin has repeatedly warned that Ukrainian troops must retreat from all of Ukraine's eastern Donbas or Russia will occupy it, dismissing any concession over how to finish the war.
  • Kyiv has thus far ruled out surrendering any land, but has suggested that Ukraine could pull back its troops to an mutually accepted point – but only if Russia reciprocates.

Russian forces currently controls approximately 75% of the Donetsk region and some 99% of the adjacent Luhansk. The two regions form the area of the Donbas.

The earlier US-led comprehensive framework that was widely leaked to the media last year was perceived by Ukraine and its partners in Europe as being strongly biased in Russia's direction.

This triggered weeks of high-level negotiations – with the involved parties trying to revise the document.

Recently, Ukraine submitted the US an new 20-point plan – as well as additional documents detailing possible defense assurances and provisions for Ukraine's recovery, the President said.
